This mortgage program is designed to assist first-time home buyers within the City of Johnstown corporate limits to purchase a single family home and perform renovation activity with the use of the City’s Rehabilitation loan funds. If you meet certain eligibility requirements, including having household income below the HUD income limits, the City will agree to provide a deferred second mortgage, not to exceed $20,000, for the needed repairs to the property. The Centre County First Time Home Buyer Assistance Program is designed to help meet the needs of low to moderate-income first time home buyers purchasing homes in Centre County by offering down payment and closing costs assistance. Centre County will provide qualified borrowers with a maximum of $10,000, or 10% of the purchase price of the home, whichever is less. The Borough participates in a First Time Home Buyer program designed to create housing opportunities for low to moderate-income families. The full subsidy must be paid back when borrower sells or transfers the home or the home is no longer their primary residence. Low income families are required to contribute 1% of their own funds as a down payment. The Borough will provide additional funding secured by a second mortgage ranging from 27-47% of the value of the property. Moderate income families are required to contribute 3% of their own funds as a down payment. The Borough will provide an additional 12% of the purchase price (not to exceed $12,000) secured by a second mortgage.
